Credit unions have historically occupied a great niche among the depository institutions; these unions, are non – profit institutions, member owned cooperatives exempt from paying federal income taxes on their earnings. Opposite from banks, the unions are subject to membership limits because the main idea is that the members should actually have some kind of bond, a common bond, such as working for the same employer, or living in the same area and community.

Over the years though, the requirements and specifications of the memberships have loosened, especially since some of these unions have received some serious and expanded power. Even though questions were raised, on whether these institutions are really different than banks nowadays, given their strength and expansion, we can definitely say that even the biggest credit unions do remain unique and feature much more beneficial terms and products than the regular banks.

Since the 90s the union industry has experienced some serious growth and a great expansion of activities. Moreover, recent changes in legislation and regulation have limited the differences between lending and financing institutions and the biggest credit unions. For instance the C. Union Membership Access Act expanded the definition of common bond, providing for reform intended to strengthen the safety and soundness of the unions, including instituting procedures for prompt corrective actions when the capital levels of the biggest unions fall below some certain threshold.

The growth of the city budget shot up from $69 Million in 1999, to $471 Million by 2007 – quite an increase. This caused increased reliance in the city’s finance department, and, accounting practices became less pressing needs.

After two major financial failings last year, however, the city went out and hired an accounting firm. It seems as though the finance office just couldn’t keep up, and, an audit was needed. Auditors arrived this past Monday to start looking at everything from city payments to surprise investment. At the initial stage of development, commercial banks provided most of the services of financial intermediation. Later with the appearance of a variety of other financial intermediary services, such as investment banking, insurance, fund management, (notably between 1930 and 1970) strict demarcation lines between the various financial intermediaries and their functions was imposed with direct controls over competition between such intermediaries. For instance, the Glass-Steagall Act in the USA in 1933 prohibited provision of investment banking by commercial banking institutions and Italian Banking Law of 1936, which established the principle of separation between banking and non-financial activities.

With a view to limiting the risk of financial instability, significant restrictions on the lines of business, geographical location and operation of financial enterprises existed in many countries, sometimes supplemented by ceilings on deposit rates, new entry restrictions and official tolerance of cartel-type agreements. The result, in many cases, was the establishment of cartelized oligopolistic clubs of semi-specialized intermediaries, that led to the appearance of largely self-regulating clubs with agreed rules of conduct.

FHA secure loans were introduced as a way for homeowners with non-FHA adjustable rate mortgage to refinance even if they are delinquent in their monthly mortgage payments. The Federal Housing Association, which, in conjunction with the US Department of Housing and Urban Development (HUD), insures FHA mortgages wanted to provide a way for those homeowners who are in trouble to refinance into a safe and affordable financing option. With this refinancing option from the FHA, lenders may not automatically disqualify you from refinancing just because you are delinquent on you mortgage.
